Yeah I would think that this would not make the car insurance companies too happy. They could sue the police department or the city because they make a contract with people that is based on the idea that there are laws that would deter the crime in the first place. Why on earth would they pay out if you were just gonna serve the vehicle up on a silver platter to thieves. Of course the people who are gonna get screwed will be the consumer though. Every time.
