Yes and it is. Unfortunately it is house rules, even though I try live as much as I can separate from the state. so sometimes I write something on that voting paper. Sometimes I write my opinion, sometimes I scribble nonsense. Sometimes i dont show up to vote at all and theyll try to slap me with a fine.
Voting means nothing in this country though, much less so than in the USA even when Australia claims to fair to have a good voting system. Since the top 5 political parties here are different shades of the same pile of shit. They only differ on the most superficial of points
