What is the bigger picture here? A while back, Trudeau at the federal level requested this from the premiers and even tried to leverage health care transfer payments so that they would comply. The request was to send patient health care data to a federal database under the premise that the federal government could better allocate financial resources by studying the data. A few premiers immediately balked at this - said they would never comply. Meanwhile the EU is changing their travel restrictions for Canadians (and many other countries) where you need to apply for a Visa exemption. Slippery wording, but it means you cannot enter any EU countries without this exception which included validating health and criminal status. What health status do they mean - they are vague but it appears it will be vaccination status. The EU cannot verify your declaration unless that data is available - this I believe is one of the main objectives as to why Trudeau is requesting all Canadian health data be consolidated at the federal level.
The good news is that the EU and this Visa exemption requirement is now far behind schedule - it was projected to begin 4th quarter 2023 and has now been delayed until 2025 and looks like the health verification as been dropped.
