Waco: The Rules of Engagement is a documentary about the 1993 "Waco Siege" 51 day standoff triggered by the BATF's aborted raid on the Branch Davidian compound, which was suspected of housing "illegal weapons", beginning with the February 28th raid and ending with the April 19th final assault that left 76 members of the Branch Davidian sect dead (along with 4 Federal agents). This film explores the shocking revelations surrounding the handling of the event.
This film combines FBI negotiation tapes, Branch Davidian home videos, footage from Congressional hearings and extensive interviews with survivors, representatives of law enforcement, independent investigators, scholars and scientists. The film also paints a dark picture of law enforcement actions, accusing FBI agents of shooting into the building on April 19th.
ATF wanted felony arrest stats, which are like tokens that can be exchanged for more funding. All of these people died because of stats. That was the motive. That is what drove this inept and ludicrous operation.
The FBI gets their stats in large part by claiming credit for STL (State and Local police) cases. And also by arresting military deserters, who are usually found at their parents house.
