Perhaps I am wrong, but I don't believe the US Constitution specifically addresses this situation. The Constitution does however state that when situations occur that are not specifically addressed, the authority passes to the people as individuals, or the state. So, it is the US Congress assuming power it does not have that is unconstitutional here, not Oklahoma dealing with the issue as the state sees fit.
It does in this regard. We are being invaded and the Feds aren’t doing anything about it.
Article IV, Section 4: This provision states that “The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened) against domestic Violence.”
