But! The DS players want nothing more than to start an in house fight on arrest warrant to show that Garland gave them up under pressure for their optics. Reducing to a $$ penalty will hurt almost as bad ( their obsession for $$$ and power control) and as the debt increases with no arrest fighting, the WHs win the optic war?
