They have to contract for security fencing, logistics with local LE, planning for transfer of support materiel, site survey, local hospital coordination and medical support, scheduling a TFR with FAA, hotel accommodations, etc.
There are a lot more details, and they have the drill down. Indoor events are a bit easier because you can control ingress/egress points and possibly can be set up in under 2 weeks.
Something in urban areas is far more complex.
In DC, when POTUS is to make a published land move, they will weld the manhole covers shut in advance of motorcade. Also remove mailboxes, trash cans, etc. I don't know if they do it for events like Butler.
