This is a nothing burger. Russians and Chinese do this all the time all over the world. So do we.
Thank you. I was literally going to post this. In the Navy, we called this projection of power. It's routine and everyone does it, namely by flying dated aircraft up next to borders (and sometimes within) to provoke a response.
