I've searched and cannot find a "1305" police code. Most start with 10- or 11-. Could 1305 be referring to a person's call sign or some other tactical code?
After playing the vid at 1/2 speed it sounds more like he's saying "No, Holtz says he's not referred til 5 he has one in custody" or something like that.
