Why would a vote counted after polls close ever be legal?

Here in the uk no votes are counted until after the polls close. The problem here is 94.5% of the votes were counted in 15 minutes... But only 5% was counted in the previous 22 minute period.

Yeah, but those are all fake illegal votes too... it's exactly the same thing. No vote should ever be counted after voting.
