Voters who registered to vote in Arizona and who did not provide proof of citizenship at the time of registration, are eligible to vote only for federal races/candidates.
This recent lawsuit goes into great lengths as to how this loop hole along with strategic
inaction by SoS etc is being used to keep non citizens on voter rolls.
So this is what we can gather between the video clip, the voter registration rules and the lawsuit.
Registering people to vote outside DL. They CAN still register to vote in federal elections if they are not citizens.
SoS, County Recorders and other officials strategically omit verifying these registrations with other databases to ensure they are indeed US citizens.
Accumulate these kind of non citizen voters on the roll to be used for fraud as we saw in 2020.

Arizona driver's license indicates whether or not you were a citizen.
Perfectly legal to use an Arizona driver's license to register to vote.
Because it shows if you are a citizen or not. Non-Citizens do not vote in Arizona. It's a myth.
