It means GEOTUS has a sense of humor and threw out a sarcastic zinger about two towns that are dangerous because of Biden/Harris.

Yeah and he as well said that "He always said that Golfing is a dangerous sport." Stop it there, Breaking news! "Trump thinks Golfing is a Dangerous sport!" He often will tag in with a sarcastic remark/joke or musing on a subject. It often are those times that a news propagandist will swipe a few words and run with it out of malice.
