Does anyone know how long it’s supposed to take to get an absentee ballot in the mail?

I helped my grandmother register and request a ballot. It’s been a week and a half since I sent in the request and still haven’t received a ballot back for her. Maybe they’re getting swamped with requests? I don’t like in a huge city, but there’s probably around 25k people.
