Remember how it’s done; remember the Havaara agreement. Patterns are important. Those that left came here (there is a timeframe intentionally left open) and those that stayed got rounded up. It’s a Havaara Agreement parallel: those here run everything within the scope of a deal already made. It’s a set up, and the REAL bad ones are still running free in permitted territory.
