I believe it was Kamala's coke in the White House, and it was agreed by all to keep their mouths shut, let Hunter (naturally) take the brunt of the blame and rumours, and let the topic die. Favour to be repaid once Kamala is elected.

Ol' Joe is still his dad, and is now exacting his revenge.
