Most of the Amish I know are allowed to use electricity if it's for work purposes. Obviously different Orders have different beliefs, but I'd say the chances are good they'll be using electricity for some of their work.
Also, the houses they're building are for non-Amish, so they'll be connected to the power grid.
actually I meant are they wiring the cabins for electricity. When I traveled through amish country I noticed they didn't have electricity in their self built homes.

If they're building for non-Amish, they would almost certainly be hooked up to the power grid. But there's always the possibility that non-Amish would want to go solar or micro hydro electric or some other form of energy source.
