From what I've read, it sounds like she was a contractor or on-demand employee:
Stafford Act Employee
The Stafford Act gives FEMA the authority to establish a temporary workforce that is not subject to Title V hiring in support of incidents.
1 - These employees must provide support to Stafford Act
activities. These employees are a major component of FEMA’s incident workforce at
headquarters, regional offices, and incident-level facilities to respond effectively and rapidly to
deliver assistance essential to disaster survivors.
Stafford Act employees include those in the following categories:
• Cadre of On-call Response Employees (CORE)
• Incident Management (IM) CORE
• Reservist
• Local Hire
Cadre of On-call Response Employees
COREs are full-time employees that support Stafford Act activities. They can be deployed to
fulfill any role specifically related to the incident for which they were hired.
Incident Management CORE
IM COREs are Stafford Act COREs whose primary job is to perform an FQS incident
management position. FEMA IM COREs are deployed to the greatest extent possible.
She published this and presented this on calls. Her memorandum was published with this content and there has to be management above her on those threads. This shouldn't stop with her, this is blatant discrimination at the time of a disaster with public tax funds.
Correct me if I am wrong, but folks like her and the leadership should be bonded. As others have mentioned, lawsuits and go after her bond and the leadership. There also needs to be lawsuits at fema and leadership for using our tax dollars to push illegal immigration, which was by design, this resulted in Americans not getting benefits. Sue, pull bonds and imprison.
I get that and understand, but her superiors or a full time management would be on those threads and published memorandum. I get she's cannon fodder, but she is accountable to someone. I get plausible deniability too, but in my years in corporations and gov work, directives given usually have at least one level up on threads and published processes for accountability and awareness so no one gets surprised in general at meetings. Someone above her knew she was pushing this and didnt so anything about it, my point is to start going after those people and not stop, make them accountable.
Marn'i Washington is an IM-02 Stafford Act exempted employee of FEMA. IM refers to "Incident Management": https://www.federalpay.org/employees/federal-emergency-management-agency/washington-marni-d

She makes a whopping 50k/yr, so she is low level: https://openpayrolls.com/employee/marni-d-washington-10050

She’s a lower level contractor. She should have no power.

Completely agree.
