Refuse to use cell phones. Revert to land line. Don't use IMEI/SIM or USIM devices.
Problem is all LL are run by the router. In the old days if you had a power outage as long as the LL were up you could call o the LL and report it. Not anymore. how is this progress ? The router being down does not allow calls to be made. This is not progress but control over the people.
That's as easy as buying a UPS for your modem. So long as the network lines are still active, in the event of a power outage, the UPS should be able to keep it going for a bit depending on how much battery you have.
