Doesn't civil litigation have to be filed from an actual victim?? There ARE no civil victims.

LOOK MAN!! There was a victim!! The bank lost MILLIONS maybe even BILLIONS on interest they could have charged if Trump had accurate income statements!

The state is simply trying to cover that lost gains, plus interest, for ...themselves. wtf.
