This does seem strange. If Carter screwed up and gave up rights to Panama Canal it doesn't seem like you can just invade to take it back.

We sold it to them for a dollar with the understanding we’d have free access to it for life. But no, they charge insane amounts for us to use it. They renigged so we should take it back.
