There are many reasons for catastrophes that occur. This one started back in 1972 when Richard Nixon signed the bill creating the EPA. The EPA then began to regulate everything in sight. One of the laws (rules) they made came out after a rainstorm in Milwaukie WI. In 1984 a large rainstorm caused flooding and water that feeds the water system in Milwaukie washed over some dairy farms and carried a parasite that causes cryptosporidium into their reservoir. Over 400,000 people got sick because of the event. The parasite lives in the intestines of warm blooded animals like cows. So in their typical knee jerk response, the EPA created the Surface Water Treatment Rule, which said if you have an open reservoir, you either must cover it or use micro filtration to treat the water and remove the parasites (IF THEY ARE IN THE WATER).
Of course there are massive fines for water systems that do not comply with the rule. SO, LADWP had to cover all their reservoirs, or take them out of service, or install microfiltration at each outlet. LADWP elected to cover their reservoirs. Santa Ynez reservoir has a floating cover on it that got a tear in it that exposed the water. They were required by regulations to take the reservoir out of service in case something got into the water. There are no exceptions to regulations, regardless of the stupidity of the regulation. Santa Ynez Reservoir was at least 60 years old and had never had a water quality issue, but nonetheless, EPA'S one size fits all regulation required the reservoir to be covered, and when a tear developed in the cover, it had to be taken out of service by rule of EPA. Bad things can happen when reservoirs are taken out of service because of stupid rules.
