Us withdrawing from the WHO also cuts off a huge amount of their funding so they are kneecapped.

Funding isn’t their issue, they’ll just get it from the EU. Their nightmare scenario is the US opposing their bullshit agenda. No other country can bring it down. Thank god Trump is there now.
