Leaked communications between OCI and South Korea’s NCRC reveal a disturbing focus on keeping intercountry adoptions flowing, even with an estimated 79,396 falsified adoption files (56% of 141,778 cases, TRC 2025) and 83.6% of records hidden (2021–2024).
OCI’s pushing South Korea to comply with the Hague Convention, but this looks like a cover to protect adoption agencies, not kids.
