My understanding, and please correct if I’m wrong, was that the money that was given to the Dpt of Ed would be distributed directly to the states, not funneled through NGOs.
Yes the Federal Department was to be shutdown and responsibilities given back to States and local governments.

If the DOE was shut down, there should be no more funding at all. The agencies that took over the few programs that were transferred would get the funding for those programs.
