Fraud Waste and Abuse are built into EVERY government agency at every level.
When I worked in the Pentagon, the military members were devoted and worked long hours. The civilian employees? not as much. I mean the average employee, they didn't knock themselves out. Show up on time, leave on time. They would go on the concourse to buy donuts on the clock.
AAAAHHHH YES....The DONUTS...that was payoff for keeping their damn jobs and also, kissing up to the bosses ass, if it was big enough!!!!!!!
Had to go there a couple of times, escort duty, the shista we saw, we asked ourselves if we could get in on that...guess what????? There is a waiting list, and they are ONLY LOOKING FOR CERTAIN PEOPLE to hire...I do HOPE/PRAY that Sec. Hegseth takes these over-bloated morons and puts them to pasture!!!!
Hegseth wants MAXIMUM effectiveness for the military!
"Clarify roles and reporting. No more moral ambiguity!"
"Align functions so that military legal stays laser-focused on warfighting and readiness. Let civilian lawyers handle non-operational stuff, acquisitions, civilian personnel, IP, real estate, environmental on bases, litigation outside of military channels."
"We laid out our recommended split, military matters to JAGs and the SGA, civilian to general counsels, with room for limited shared areas like standards of conduct or FOIA and privacy, if it makes sense for the services."
"But the priority is maximum support to the warfighter. And this includes reviewing active, reserve, and guard components."
"Bottom line, sharpen our legal edge. To sharpen our warfighting edge, no more distractions, no more shortages in the fight because of misplaced priorities. Our warriors deserve legal teams as lethal and focused as they are. Let's get it done for them and for the country!"
Well that would leave out the corrupt Cabal plants then, wouldn't it? Because they only ever do nothing but undermine and steal data. They do NOT work.

So good luck with rooting that out! I mean DO IT!

Literally some of them thought that all they had to do was BE there during working hours! one gal had a flask in her desk drawer.
I have known there are way too many federal employees -- you see so many doing nothing.

The entire fed.gov could be pared down 40% at least if this were applied throughout DC
