Between January 2025 and March 2026, Oregon's Secretary of State removed 331,000 voters from county rolls (139,000 active and 192,000 inactive). The SoS publicly framed this as a cleanup effort. But during the same period, the state added 253,000 new registrants, essentially replacing the removals. Frank calls this "voter roll churn."
The churn rate in Oregon county voter rolls has averaged 74% since 2021 — meaning three-quarters of the rolls have cycled through additions and removals in just four years, despite stable population numbers. Frank emphasizes that county populations did not change nearly that much, but the voter rolls did.
In January 2025, Oregon listed 3.8 million people in its voter rolls, with 3.04 million classified as "active" voters. This is impossible: Oregon has only 3 million voting-age residents. By March 2026, the rolls showed 3.74 million total registrants with 3.08 million active — still exceeding the state's eligible population.
On April 29, 2026, Oregon mailed primary election ballots using these inflated, dirty voter rolls. Frank estimates that approximately one-third of the ballots do not have a legitimate destination, wasting massive amounts of taxpayer money and providing what he describes as "a credit line with lots of wiggle room" for bad actors to manipulate election outcomes.
Frank argues this is not bureaucratic incompetence but a deliberate system that allows manipulation.
