That looks like a lot of hype. A grenade type/ size is not going to bother a dam.
Worth noting that the public narrative might be downplayed to avoid causing a panic.

Also,possible that the divers want to look like heros......
Also worth noting that emellishment generates click$.
Water pressure and explosive at a specific point might tell a different story.
The size of the " bomb" would also be useful.
I will assume,it's just hype,until we learn more.
Sounds like someone just tossed away old ordnance to get rid of it.
We have enough stuff that we know is real to worry about,let's stay focused.
I wouldn't bet on it. Explosives underwater are much more powerful due to the incompressibility of water.
A fun experiment you can try is tossing a firecracker in a full 5 gallon bucket you don't mind losing. That's 5-10 milligrams of a lower grade explosive than grenades.
I remember launching cans way up with firecrackers,I don't need to do it again.
But I remember the size bombs their were using in ww2 to bust dams....
