A new Illinois law will target so-called “super-speeders,” requiring them to install speed-limiting devices in their vehicles if they commit multiple road violations.

They should install English Language Monitors in 18 wheeler cabs. Driver must answer driving questions before engine starts. Must use “voice recognition software” for driver only.
