If you are going to win the chess game, you must first learn who your opponent is and how they play. Then you set them up over a 4 year period. Then when you have secured the check-mate (in this instance, the 2nd term), you can close in and win the game because there is no place for the opponent to retreat to. Our President's 2nd Term is where all the action will take place. His first term was about setting the stage and gathering the intel.
