This is a scheme. People call and then enter into the 'community' system. Then whenever there is need to communicate to the 'members', they can send one text that reaches all of them at near the same time.
It sounds like phone rates could apply, possibly a cut goes to Obama?
But also, this is a way to mass communicate to riotous crowds.
