As soon as I heard Pelosi say this it chilled me to my core. I immediately thought of the movie Broken Arrow about a stolen nuclear missile.
Empty quiver is a stolen nuclear missile, and broken arrow is code for an accident involving a nuclear weapon. I am sure there is more military speak similar to this about nuclear missiles.
When I saw the missile that North Korea unveiled today, it all came together for me.

17 did say they could be setting the stage after NK revealed these missiles. They have launched at least 2 missiles since 17 started posting one near Washington which they said was a helicopter and one near Hawaii that they said was a false alert. The reality is that missile tech is easily countered with modern laser defenses which were used in those 2 launches I believe. We will have to see what transpires in the future.
