I figured his "proclamation" to supporters to disperse peacefully was the last step to enact the IA, and that MILOPS are live now, or possibly awaiting calibrations due to the discovery of involvement by the Italian Vatican run satellites. They don't need to challenge the GA runoffs bc they will be moot once military takes over and new elections will be required considering that 90% of Congress will be arrested.
