Because everything was busy getting blown up, no one was able to do the normal containment methods they used and they spread way out of control:

In March 2019 the Senate--for the first time ever--tried to invoke the War Powers Resolution Act to basically stop US involvement in a military conflict by overstepping the president. They pushed this bill through 54-46. The main sponsor of this bill was Bernie Sanders. Trump vetoed it.
