This photo is a picture of a programmer testing the FEMA's PAWS API software. Most likely he set up his wifi access point with the wifi name FEMAPAWS as part of his test environment.

I looked at the FEMA PAWS software last week and its a basic API... an API being a set of information used to interact with a server to retrieve information from it.

The FEMA PAWS API is used to retrieve EBS info for display on phones, computers, and other internet connected devices like freeway signs.

So its not fake, its a test of that software by the developer. However, the OP is trying to mislead that this was an actual EBS to everyone here, or has been mislead.
