I agree Truman's quote is very true, but... Remember, he was Roosevelt's running mate for a reason. There were massive Soviet compromises in the Roosevelt administration that were not cleaned up under Truman. Truman signed into law creation of the CIA, NSC. Allowed Russian arms to flow freely to the CCP. Allowed Mao and his CCP to take complete control of China 1947-1949. (Remember our OSS which became the CIA, was actively meeting and working with Mao during WWII).
