homie what are u saying? dc is literally a part of da usa even more so than any state is. its literally its own autonomous zone not controlled by any state or local government, but under da direct control of da federal government, which is by definition da usa. virginia aint controlled by usa, its controlled by virginia govt. cali aint controlled by usa, its controlled by cali govt, etc... federal government is literally da representative of da usa as a country, and da feds control dc.

da federal government has limited over over territory controlled by da states, but has full control of federal territory as long as it don’t break constitutional laws.

there’s a reason why dc aint a part of any state. da founders like da big homie ben FRANK (does that ring a bell, brah?) literally formed dc as its own independent region directly controlled by da usa government aka da federal government aka all of da states in da union because they said that having da capital of da usa within da borders of a specific state would give that state too much power n influence over da rest of da states due to da inherent advantages that come with having sole jurisdiction over da capital city and seats of power of da federal system.
