Hell, even the "zero tolerance" bullying shit is by design to create school shooters. Pretend youre anti bullying but allow it to go on, and when the kids stick up for themselves punish both. They do this again and again and again until they stop sticking up for themselves but the bullying continues, turning these kids into ticking time bombs.
