He used that from near the beginning. It was on the ship bell in White Squall I think (some old movie) and also apparently on the bell on JFKs boat.

Q started everyone saying that and it became a way to identify each other (along with Future Proves Past). ;) Asking people to take the Oath Of Allegiance came much later (years) and that is what set off the viral thing where even people not from the US were pledging allegiance on Twitter and elsewhere.

Flynn joined in, but it is very doubtful that he didn't know why people were doing it nor where the term WWG1WGA came from. IMO that identified him as Q follower at least, or even connected to Q team. :)
