The military has response plans and readiness levels. This just means that they're either (1): readying themselves in order to deter an attack, (2): getting ready to respond to an attack, (3): preparing for an attack under the guise of (1) or (2), (4) Testing their capabilities, or (5) Messing with CCP to distract them from something else.
I think every nuclear launch system is on stand-by, they've readied the stockpiles in case multiple launches are needed and prepared the anti-missile assets. It's all just in case though, don't worry.
Edit: was just thinking about the 'anti-missile assets' Did you know a destroyer took out a 'practice ICBM' several weeks ago in a test (the first time any navy achieved this). There are dozens of navy ships on the west coast right now...
