It is actually not uncommon for them to raise & lower flags all day long on inauguration day. They do a ton of them so they can give them away to senators and such, a flag that flew at the capitol or White House on inauguration day.
My brother actually got one from his congressman that flew on Trump's inauguration day. It came with a letter to the congressman that it was presented to that explains when and where it was flown. That guy was a democrat though so he was able to get it as the congressman didn't want it.
