I've been looking over the full inauguration video to provide some scope of where people are in relation to each other, since the cameras can distort depth perception. I have been looking for scenes where it is clear that both Pelosi (presumably) in teal with the sunglasses behind Biden in camera angle 2 (as you labeled them above), and the girls in bright pink and white in camera angle 1 are both visible.

The link goes to 3:33:10. If you let it play and pause it at 3:33:20 you can see all three of the clear markers in one picture. They are actually quite far apart. This suggests it may actually be a camera and depth perception issue.
