That claim comes from an email chain at a private company that WikiLeaks posted as part of an entirely separate document dump. No one on the email chain in question is a Democratic official or White House staffer. It was an employee at a Chicago-based company making fun of politicians spending money on fancy parties compared to their office's "Hot Dog Fridays".

Does it concern you that so many of these pieces of "evidence" turn out to be just flat out lies?
(P.S. There also doesn't seem to be an email where Clinton emails Obama saying "the hotdogs can come, but you must be more careful" or anything like that, but if you give me more information, I suspect I can find whatever lie that's referencing as well.)
