This EO was actually signed and PUBLISHED MONTHS EARLIER on 11/12 (https://www.trumpwhitehouse.gov/presidential-actions/executive-order-addressing-threat-securities-investments-finance-communist-chinese-military-companies/), and it was immediately discussed in financial/ other media https://www.reuters.com/article/usa-china-securities-idUSKBN27T1MD. So it's obviously not even close to a "surprise" declaration of war on China. Also note that in hindsight we've yet to see ANY meaningful repercussions at all from this EO.
