Judging from past experience, I would say the shutdown is just Congress being lazy as usual and doing the usual routine of showing up to pick up their free paycheck and then going home to their $20,000 fridge packed with thousands of dollars worth of ice cream where they laugh at the suffering of average Americans on their gigantic TV screens, with grease dribbling down their porcine wrinkled turkey gullets, growing softer by the day on their stolen money.
