It wasn't. They did it right when Biden was visiting. They didn't just happen to randomly do a 21 gun salute for no reason right as Biden was visiting by coincidence. And there was no full honors funeral going on. The articles also say specifically that salute was for his inauguration. You are just wrong.

The 3 gun salute with 10 second intervals is done for two reasons: an Armed Forces Full Honors Funeral, or for State Arrival Ceremony of a foreign dignitary at the Tomb of the Unknowns in Arlington National Cemetery.

Either the military is trolling Biden with that salute or they do not recognize him as POTUS. Period.
