I don't think this is a promotion. This seems to be moving Flynn out of DC. Flynn was mentioned recently because he was in the meeting about whether to send the National Guard to the Capitol on Jan 6. So he has been making news recently. MacArthur was Chief of Staff of the United States Army during the 1930s.....so this is like being moved off MacArthur's staff. IE further away from the real powers at the Pentagon. In WWII MacArthur was General of the Army Douglas MacArthur and then was Supreme Allied Commander. General of the Army is a five start General, so a much higher rank than Flynn has.
