I think this is the distinction. I would argue a false flag has no purpose other than to create a crisis to attribute to the targeted group. Here, there was actually a conspiracy to murder Saudi Prince.
I do think there was an attempt to "false flag" it, that is, to use it as a reason for more gun control, but the facts were just waaay too messy so they completely embargoed the story instead.
cf. Fast & Furious. That was a false flag operation. Guns were given to drugs cartels to use in violent crimes, so Establishment, Inc. can manufacture claimed reasons for more illegal gun control.
