They might not be considered legal tender, and I will say I'm unfamiliar with what that means, but those coins are 1 oz of silver and thus should be worth the going rate of 1 oz silver. There are legal tender coins. I think the 1 oz Canadian Maple Leaf says $5 on it, but no one in their right might would use 1 oz silver in exchange for $5, at least not at today's price.
