Taxing luxury items and property/land value. It naturally weights it towards the wealthy and is based off of consumption.

Edit: Disagree with the downvotes, it's a good question. I understand this isn't a complete answer. I see more value in educating people and then letting them decide how to spend their money more than holding hands through tax fed government funded programs.
