Are you saying ATF 4473 privacy has changed? That is the only federal database and what NICS uses. The 4473 database cannot be used to tie all purchases together only track specific serial numbers to the unique buyer within it. And only then with a warrant as far as I know. Sounds like you know differently so please share that.

These forms are given the same status as a tax return under the Privacy Act of 1974 and cannot be disclosed by the government to private parties or other government officials except in accordance with the Privacy Act. https://en.wikipedia.org/wiki/Form_4473

Banks however can and do change their policy on political whim and why if you used a credit card to buy they can or will use that against you.
